Jori Hulkkonen
From the edge of Europe comes a child of the plastic age, a man of the final hour. Finland's Jori Hulkkonen has never been the one to paint himself in the corner. With releases in the past 30 years exploring 360 degrees on the musical radar, he's been hailed as "the most underrated producer in the world", "living legend of electronic composition" and "music's best kept secret".
Since his debut 12" in 1993, Jori has released over 25 artist albums, while singles, EP’s and remixes tick in well over 250 mark. Collaborators include people as diverse as John Foxx, José Gonzales, Chris Lowe of the Pet Shop Boys and Jesper Dahlbäck. Jori has also co-written and produced number of tracks for the Canadian superstar Tiga, such as “Sunglasses at Night”, “Bugatti” and “Woke.”
As a DJ Jori has travelled across the globe ever since the mid 90's and played hundreds of clubs and festivals from Australia to Zurich - and every alphabet in between - spreading the vibe with his unique blend of house and techno, fuelled by insatiable curiosity about the music's future and profound understanding of its past. In addition, projects such as the Acid Symphony Orchestra, his synth-pop band Sin Cos Tan, and NUNTIUS, a film project with Jimi Tenor, have kept the frequent Emma award and Nordic Music Prize nominee busy.
The pandemic didn’t leave our protagonist irresolute either, during the months and years Jori recorded and released a number of EPs and albums, be it solo, collab or with Sin Cos Tan, and continued to develop his live-and Dj-sets.
2023 marks his 50th birthday and also the 30th anniversary of his official debut release. To highlight this benchmark Jori is working on a new album to commemorate the event, due out later this year. Nelli Milan is Oulu-born, now Helsinki based artist, producer and songwriter. Her musical style has evolved over the years from Indie to house leaning electronic pop. On stage Nelli Milan combines live performance and a dj set playing her recent music.

Founder of the Vortex parties and a resident at Den Anden Side (former Ved Siden Af), the music of Neri J breaks the boundaries between techno and genres like acid and trance. Hard-hitting, with high intensity and never resting in her delivery, these are the trademarks of one of Copenhagen's underground most hard-hitting stars.

SMOK
Smok a.k.a. Juha Moisala, is from Oulu, Northern Finland. He made his first public performance as a DJ on the local club scene back in 2002, and has become a staple of the Deep House scene in Northern Finland. His rise from Clubber, DJ and now Producer, has been a steady journey, all the while he has been honing his ear and production skills.

Wind Sculptures by Tuhmat
The kinetic sculptures find a new form in the open icy scenery of Nallikari.
The artist duo Tuhmat consists of Joonas Parviainen & Susse. They work with sound and performance art, as well as multisensory spaces. This winter, they studied wind at the SÍM Residency in Reykjavík and at The Åland Archipelago Artist Residence in Kökar.

The coven of Cultish will set the sacrificial stone on fire as they bring The Altar- installation on ice. The Altar will alter the sense of time and space as the melting offering rises shadows to dance.

Vanishing, disappearing but not indifferent. During the Frozen People festival, we will be raising a temporary sauna from ice. The artwork lends water from its natural cycle for momentary enjoyment. Sense it, breathe it, get cleansed.
The materials of the artwork are, where possible, sourced from recyclables, donations, and lent from nature. Festival-goers have free access to the sauna.

No man’s land by Tiina Vehkaperä

Tiina Vehkaperä is a Finnish sculptor from Oulu who expands her work into performance, environmental and light art. Vehkaperä focuses on new materials and techniques in her works. She often observes the core of everyday surplus or found material, bringing these materials into the context of modern time and concepts.
At the heart of Vehkaperä’s works is the understanding of being in the world and difficulty of it, as well as observing the unspoken dynamics of human relationships. Her works speak about phenomena and elements that seem to recur in life and perhaps keep us alive.

Hali is a space designed by five architecture students where, in the protection of interlaced fabrics, the visitor can unwind. A space where one can pause and observe both pastel and wooden tones in a winter scenery. A space that closes around you like a hug.

Aino Kontinen is a Helsinki based poet and an artist working with lens-based art and performing arts. Being a passionate observer of emerging dramaturgies around her Aino is often exploring the themes of dread and wonder of everyday life in her work. Delicately but gasping her latest perfomance poetry pieces ”Huone” (Theatre Academy, 2023) and ”Luo” (Amos Rex, 2023) focused on otherness, womanhood and depression.

Merivaimo (Inkeri Jäntti)
Inkeri Jäntti is an Oulu-based visual artist focusing on photography, videography and installations. She also enjoys event and content producing. Her work is often site-specific and based on observations and accidental finds in non-places. Her art explores isolation, loneliness and the experience of being an outsider. She is interested in crossing the line between fictional and documentative work and investigating how the artist is present in the creation and exhibiting of their artwork.

Paula Pieniniemi is a graphic designer, as well as a visual and video artist based in Oulu. In her artistic work, she is often inspired by mixed media techniques and various textures.

Juhani Oivo
Oivo runs the Oulu-based Elektorni and Elektyrmä club nights which also function as record labels and a radio show. With a wide range of influences from different genres and a love for low end frequencies and percussive patterns, Oivo's sets usually take you in unexpected directions. This time he digs into his record collection to hit the afterparty with a focused and forward-propulising four-on-the-floor special delivery. A submersive dancefloor-ride with hard-hitting beats and enthralling techno hypnotism to melt your body.
Julie Silset
Julie Silset (1985, NO) is a label manager, music producer and DJ based in Bergen, Norway.
In her DJ-sets she plays organic and atmospheric left field techno mixed up with repetitive and drifting percussion. While exploring the more psychedelic dimension of techno, her sets are experienced as trippy and groovy, with deep entrenching soundscapes, nevertheless spiked with light and playful moods- all designed to steer the crowds on the floor.
In recent years she has carved out her solo path, and also taken part in several musical collaborations.
Silset is co-founder of Ideophone Records - a label releasing music for the adventurous listener. Through their club nights, they have previously hosted artists like Nkisi, Authentically Plastic, Turkana, ZVUK's Nazira & E.T and others to Bergen.
Silset has participated on two releases, “Cave- JIJU remix” released on Ideophone Records and “NTNL- Julie Silset & Rudi Valdersnes” released on Mhost Likely, and Silset is resident DJ at Østre.

Lasse Tapio Junnila (live)
Synthesizers, sparkling melodies, and pumping beats define the sonic landscape crafted by Lasse Tapio Junnila. For live performances, Lasse tailors his music to suit the nature of the event, whether he´s fueling the dancefloor at an underground techno party, providing the soundtrack for the opening of an art gallery, or creating an immersive experience for a contemporary dance piece performed in a swimming pool.

Miha is a DJ from Oulu who has been playing records since 2012. Miha hosts a radio show “Ohuessa Ilmanalassa” at kro.fm and has played at multitude events in Oulu.

Mora
Specializing in the complexities and origins of sonic soundscapes and rhythmic motion, while keeping their forms of art politically present. This genre-polyglot likes to pay homage to the existence of what once was and step onto the forbidden grounds unwritten.
Through powerful and ancient cultural references made modern, MORA breaks and remakes patterns to express freedom of humans being, humans becoming. Experimentalism, exploration and expressiveness, and the core of post-emotional deconstruction of the reconstructed; leaving a mark without a trace.

Nunu
Nunu Anundi (they/them) is a visual artist whose aim is to create soft and playful surroundings where the responsibility of the warm ambient is shared with everyone in the space. In their practice, with the flow of the fluid’s wandering essence, Anundi dreams of reorganising hierarchical and destructive practices. They see vulnerability, compassion, and non-violent love as a rebellious force for change. With the priceless help of their dear friends Nunu forms an immersive, sensual and dreamy nocturnal playground for the Frozen People After Sea party in Kulttuuritalo Valve.
LNA
VJ LNA is a multidisciplinary artist and VJ from Oulu. She’s part of Cultish Collective and her untraditional video based visuals have been seen at Cultish events and a variety of local events such as Elektorni, Varikko, Log Lab among many others. Her experimental approach to filming and editing result in visuals that include mesmerizing movement and unique combinations of colors and textures.
